To further advance Texas’ goals for renewable energy and transfer that energy from CREZs to urban areas in the state, the Public Utility Commission (PUCT) selected eight transmission service providers to build transmission infrastructure to integrate these resources with the existing transmission system.
Cross Texas Transmission will be part of the solution to deliver these resources by constructing high-voltage transmission facilities that will connect wind energy generated in the Panhandle to other areas in the state by 2013. This process includes several steps:

Community Outreach
Use numerous outlets to educate the community, including formal and informal meetings, presentations, mailings and other media.
PUCT CCN Applications
Prepare and submit Certificate of Convenience and Necessity (CCN) applications for each transmission line.
PUCT Approval
Obtain approvals from the PUCT which will identify the route for each transmission line. Approval by the PUCT is necessary in order for Cross Texas Transmission to build and operate projects to serve the public.
Pre-Construction Activities
Acquire easements from landowners, obtain permits, conduct engineering and surveying activities.
Construction
Conduct activities such as clearing and grading, installing foundations and towers, and stringing of the wires.
Operation
Place facilities in service to deliver renewable energy from the Panhandle to the rest of the state.
