When it comes to improving electric reliability for the Texas grid, Cross Texas has a wealth of experience in creating new ways to ensure reliable and safe delivery of electricity. Our team values the impact we have on Texas and the local communities we serve. We carefully align ourselves with partners that share this same belief.
Additionally, we have the support of our parent company, LS Power, which was founded in 1990. Since its inception, LS Power has developed, constructed, managed or acquired more than 32,000 megawatts of competitive power generation and 470 miles of transmission infrastructure.
Our collective experience is thanks to an amply skilled and highly committed leadership team whose expertise runs the gamut of energy generation, transmission and delivery.
B. Cameron Fredkin – Vice President
Cameron Fredkin has more than 20 years of experience in the electrical generation and transmission industries, primarily focused on fossil fuel, renewable power generation and transmission projects across North America.
With LS Power and previous companies, Cameron has participated in the development of several thousand megawatts of generation in the U.S and several hundred miles of transmission projects, including a portion of the Texas Competitive Renewable Energy Zone (CREZ) transmission system in the Texas Panhandle. Cameron was a key member of the management team responsible for establishing Cross Texas Transmission in 2008.
A licensed Professional Engineer in Kansas, Missouri and Texas, Cameron holds a Bachelor of Science in mechanical engineering from the University of Tulsa and a Masters of Business Administration from the University of Missouri.
Eric B. Schroeder – Asst. Vice President, Operations and Maintenance
Eric Schroeder joined Cross Texas Transmission in January 2013 and has more than 20 years of experience managing electric transmission utilities and consulting in the power delivery industry. At Cross Texas Transmission, Eric is responsible for managing both field operations and control center operations.
Prior to joining Cross Texas Transmission, Eric was an executive transmission manager at Texas Municipal Power Agency, overseeing the electric transmission business. Prior to that, he was a project engineer at POWER Engineers, a global consulting engineering firm. Eric also has owned his own business in the energy industry and is a regular speaker at energy and utility conferences.
Eric holds a Bachelor of Science in electrical engineering from the University of Tulsa.
James W. Checkley, Jr. – Vice President, Legal and Regulatory
James Checkley joined Cross Texas Transmission in February 2012 and has more than 30 years of experience in administrative law and government regulation of public utilities and the environment. At Cross Texas Transmission, James is responsible for general corporate legal matters and all aspects of the company’s regulation by the Public Utility Commission of Texas, as well as ancillary matters such as dealings with the Electric Reliability Council of Texas.
Prior to joining Cross Texas Transmission, James was a partner at Locke Lord, LLP, in its Austin office. Prior to his tenure with Locke Lord, he was a partner at Brown McCarroll in Austin (now Husch Blackwell).
James earned his bachelor’s degree in chemistry, graduating magna cum laude from Montclair State University in New Jersey. He earned his master’s degree in biochemistry from the University of Texas at Austin, and his JD degree with honors from the University of Texas School of Law.
Rebecca Beckham – Controller
Rebecca Beckham joined Cross Texas Transmission in 2012 and has more than 10 years of experience in accounting for utility companies. At Cross Texas Transmission, Rebecca maintains the books and records.
Prior to joining Cross Texas Transmission, Rebecca served as the accounting and financial reporting manager at the Electric Reliability Council of Texas and a regulatory consulting manager at Deloitte & Touche, LLP.
Rebecca earned her Master of Accountancy degree from the University of Georgia and her BSBA in accounting from Auburn University.
Jason Swartz – IT/EMS Manager
Jason Swartz joined Cross Texas Transmission in May 2014 and has more than 25 years of technical and managerial experience in the IT, SCADA, Power Generation, and Power Delivery industries worldwide. At Cross Texas Transmission, Jason is responsible for leading the Information and Operational Technology group.
Before joining Cross Texas Transmission, Jason was the Sr SCADA/IT Manager for BP Wind Energy, responsible for the design, installation, and maintenance of substation, turbine, met tower, and 3rd party SCADA systems across BP Wind's fleet of wind and solar farms. Prior to that, he managed Polycom’s worldwide pre-sales demonstration environment, was IT Director for CIENA, and served in the US Navy where he maintained the technical, tactical, and operational elements of multiple shipboard weapons systems. Jason also owned his own business servicing the renewable energy industry and is a regular speaker at renewable energy and SCADA conferences.
Jason holds two Bachelor of Science degrees from Old Dominion University, one in Computer Science, the other in Computer Engineering.
Frank Owens – Director of Compliance
Frank Owens joined Cross Texas Transmission in 2012 and has more than 34 years of experience in the utility industry. At Cross Texas Transmission, Frank is responsible for providing leadership and direction, ensuring compliance with NERC/FERC Standards/Regulations, as well as ERCOT Nodal Protocols and Operating Guides and PUCT rules.
Prior to joining Cross Texas Transmission, he spent five years at Texas Municipal Power Agency as their compliance officer responsible for transmission and generation compliance. Prior to that, Frank held various positions at Garland Power & Light, including journeyman lineman, chief system operator and transmission operations manager. In addition, he has served on and chaired numerous ERCOT working groups and task forces. Most recently, he chaired Texas RE Reliability Standards Committee and was recently voted as an alternate for the ERCOT Region on the NERC CIPC.
Frank attended Eastfield College with a focus on computer science and Texas A&M with a focus on power principles.
Rick Gillean – Operations Manager
Rick Gillean joined Cross Texas Transmission in 2014 and has more than 35 years of experience in the utility industry. At Cross Texas Transmission, Rick oversees, evaluates and authorizes real-time actions that ensure the stable and reliable operation of Cross Texas Transmission’s system. Rick also assists with the development and training of operations personnel and ensures compliance with applicable guidelines, protocols, record-keeping and retention requirements, and rules of ERCOT, Texas Reliability Entity, North American Electric Reliability Corporation, Federal Energy Regulatory Commissionand the Public Utility Commission of Texas.
Prior to joining Cross Texas Transmission, Rick served as an operations trainer at Wind Energy Transmission Texas, as an operations specialist at Sharyland Utilities and as a compliance analyst at Texas Reliability Entity.
