When it comes to improving electric reliability for the Texas grid, Cross Texas Transmission has a wealth of experience in creating new ways to ensure effective and safe delivery of electricity throughout the state. Our team values the positive impact we have on Texas and the local communities we serve. We carefully align ourselves with partners that share these characteristics of experience and dedication to local communities.
Additionally, we have the support of our parent company, LS Power, which was founded in 1990. Since its inception, LS Power has developed, constructed, managed or acquired more than 40,000 megawatts of competitive power generation and 650 miles of transmission infrastructure.

B. Cameron Fredkin – Senior Vice President
Cameron Fredkin has more than 20 years of experience in the electrical generation and transmission industries, primarily focused on fossil fuel, renewable power generation and transmission projects across North America.
With LS Power and previous companies, Cameron has participated in the development of several thousand megawatts of generation in the U.S and several hundred miles of transmission projects, including a portion of the Texas Competitive Renewable Energy Zone (CREZ) transmission system in the Texas Panhandle. Cameron was a key member of the management team responsible for establishing Cross Texas Transmission in 2008.
A licensed Professional Engineer in Kansas, Missouri and Texas, Cameron holds a Bachelor of Science in mechanical engineering from the University of Tulsa and a Masters of Business Administration from the University of Missouri.
Eric B. Schroeder – Asst. Vice President, Operations and Maintenance
Eric Schroeder joined Cross Texas Transmission in January 2013 and has more than 20 years of experience managing electric transmission utilities and consulting in the power delivery industry. At Cross Texas Transmission, Eric is responsible for managing both field operations and control center operations.
Prior to joining Cross Texas Transmission, Eric was an executive transmission manager at Texas Municipal Power Agency, overseeing the electric transmission business. Prior to that, he was a project engineer at POWER Engineers, a global consulting engineering firm. Eric also has owned his own business in the energy industry and is a regular speaker at energy and utility conferences.
Eric holds a Bachelor of Science in electrical engineering from the University of Tulsa.
James W. Checkley, Jr. – Vice President, Legal and Regulatory
James Checkley joined Cross Texas Transmission in February 2012 and has more than 30 years of experience in administrative law and government regulation of public utilities and the environment. At Cross Texas Transmission, James is responsible for general corporate legal matters and all aspects of the company’s regulation by the Public Utility Commission of Texas, as well as ancillary matters such as dealings with the Electric Reliability Council of Texas.
Prior to joining Cross Texas Transmission, James was a partner at Locke Lord, LLP, in its Austin office. Prior to his tenure with Locke Lord, he was a partner at Brown McCarroll in Austin (now Husch Blackwell).
James earned his bachelor’s degree in chemistry, graduating magna cum laude from Montclair State University in New Jersey. He earned his master’s degree in biochemistry from the University of Texas at Austin, and his JD degree with honors from the University of Texas School of Law.
Rebecca Beckham – Controller
Rebecca Beckham joined Cross Texas Transmission in 2012 and has more than 10 years of experience in accounting for utility companies. At Cross Texas Transmission, Rebecca maintains the books and records.
Prior to joining Cross Texas Transmission, Rebecca served as the accounting and financial reporting manager at the Electric Reliability Council of Texas and a regulatory consulting manager at Deloitte & Touche, LLP.
Rebecca earned her Master of Accountancy degree from the University of Georgia and her BSBA in accounting from Auburn University.
Jason Swartz – IT/OT Manager
Jason Swartz joined Cross Texas Transmission in May 2014 and has more than 25 years of technical and managerial experience in the IT, SCADA, Power Generation, and Power Delivery industries worldwide. At Cross Texas Transmission, Jason is responsible for leading the Information and Operational Technology group.
Before joining Cross Texas Transmission, Jason was the Sr SCADA/IT Manager for BP Wind Energy, responsible for the design, installation, and maintenance of substation, turbine, met tower, and 3rd party SCADA systems across BP Wind's fleet of wind and solar farms. Prior to that, he managed Polycom’s worldwide pre-sales demonstration environment, was IT Director for CIENA, and served in the US Navy where he maintained the technical, tactical, and operational elements of multiple shipboard weapons systems. Jason also owned his own business servicing the renewable energy industry and is a regular speaker at renewable energy and SCADA conferences.
Jason holds two Bachelor of Science degrees from Old Dominion University, one in Computer Science, the other in Computer Engineering.

Cody Schwertner – Operations Manager
Cody Schwertner joined Cross Texas Transmission in 2014 and has more than 10 years of experience in operations within the electric utility industry. At Cross Texas Transmission, Cody oversees, evaluates and authorizes real-time actions that ensure the stable and reliable operation of Cross Texas Transmission’s system. Cody also assists with the development and training of operations personnel and ensures compliance with applicable guidelines, protocols, record-keeping and retention requirements, and rules of ERCOT, Texas Reliability Entity, North American Electric Reliability Corporation, Federal Energy Regulatory Commission and the Public Utility Commission of Texas.
Prior to joining Cross Texas Transmission, Cody served as a generation dispatcher at E.ON. Climate & Renewables, as a plant operator and substation electrician at Lower Colorado River Authority. Cody earned his Bachelors of Applied Science in Energy Management from Bismarck State College.
